Penelitian ini dilatarbelakangi oleh pentingnya pelaksanaan program Corporate Social Responsibility (CSR) yang tidak hanya terencana dan berkelanjutan, tetapi juga responsif terhadap kebutuhan masyarakat. Program Warung Sedekah yang didanai oleh PT SHA Solo menjadi salah satu bentuk tanggung jawab sosial perusahaan dalam menyediakan makanan gratis bagi masyarakat kurang mampu di kawasan Manahan, Surakarta.&#13;
Penelitian ini menggunakan metode deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan dokumentasi. Adapun teori yang digunakan mengacu pada model pelaksanaan CSR yang meliputi pendekatan top-down, bottom-up, dan partisipatif.&#13;
Hasil penelitian menunjukkan bahwa model top-down merupakan pendekatan yang paling dominan, terlihat dari perumusan program, pengambilan keputusan strategis, hingga pendanaan yang seluruhnya dikendalikan oleh manajemen PT SHA Solo. Namun demikian, unsur bottom-up juga terlihat dalam proses pelaksanaan, khususnya dalam koordinasi harian melalui grup WhatsApp yang memungkinkan respons cepat terhadap dinamika operasional. Sementara itu, pendekatan partisipatif mulai muncul melalui keterlibatan masyarakat sebagai donatur dan penerima manfaat, meskipun masih terbatas dan belum terintegrasi secara sistematis dalam perumusan kebijakan. Dengan demikian, pelaksanaan program Warung Sedekah menunjukkan dominasi model top-down yang diperkuat oleh elemen bottom-up dan partisipatif sebagai penunjang keberlanjutan dan efektivitas program.&#13;

This study is motivated by the importance of implementing Corporate Social Responsibility (CSR) programs that are well-planned, sustainable, and responsive to community needs. The Warung Sedekah program, funded by PT SHA Solo, is a form of the company’s social responsibility that provides free meals to underprivileged communities in the Manahan area of Surakarta.&#13;
This research uses a descriptive qualitative method with data collected through in-depth interviews, observation, and documentation. The study applies three CSR implementation models: top-down, bottom-up, and participatory approaches.&#13;
The results indicate that the top-down model is the most dominant, as the program’s design, strategic decisions, and funding are fully controlled by the management of PT SHA Solo. However, bottom-up elements are also present, especially in the daily operational coordination conducted through a WhatsApp group that enables quick responses to on-site issues. The participatory model is evident through the involvement of beneficiaries and donors, although their participation in decision-making and program development remains limited. Overall, the Warung Sedekah program reflects a top-down implementation pattern supported by bottom-up and participatory aspects that contribute to its sustainability and effectiveness.&#13;
