PERAN FASILITATOR DALAM PELAKSANAAN PROGRAM ROOTS SEBAGAI PENCEGAHAN BULLYING DI LINGKUNGAN SEKOLAH (Studi pada Lembaga Perlindungan Anak Klaten)

Bullying pada anak usia sekolah adalah isu sosial yang serius, namun pengetahuan untuk mengidentifikasi, mencegah, dan menangani masih terbatas. Sekolah biasanya memberikan hukuman fisik, skorsing, dan hukuman fisik agar anak jera, padahal hukuman tersebut dapat mempengaruhi kondisi anak. Hal ini memperoleh perhatian secara global, termasuk UNICEF yang kemudian mengembangkan program upaya pencegahan perundungan tanpa hukuman melalui Roadmap of Outstanding Educators (Roots). Program ini pertama kali diuji coba di Indonesia, salah satunya adalah Kabupaten Klaten. Maka dari itu, LPA Klaten dalam visi misi nya dalam melindungi hak anak dari berbagai bentuk kekerasan turut mendukung pelaksanaan program dengan cara memberdayakan anggotanya mengikuti pelatihan fasilitator Roots. Tujuan penelitian ini yakni mendeskripsikan peran fasilitator LPA Klaten dalam pelaksanaan program Roots sebagai pencegahan bullying di lingkungan sekolah.
Teknik penggalian data pada penelitian ini menggunakan penelitian kualitatif dengan jenis studi kasus. Subjek dalam penelitian ini terbagi menjadi dua, subjek primer yaitu fasilitator nasional Roots dibawah Lembaga Perlindungan Anak Klaten yang dipilih menggunakan purposive sampling, dan subjek sekunder adalah Ketua LPA Klaten. Teknik pengumpulan data diperoleh melalui wawancara, observasi, dan dokumentasi. Teknik keabsahan data yang digunakan menggunakan triangulasi sumber. Selanjutnya, data penelitian di analisis melalui pengumpulan data, reduksi data, peyajian data, dan penarikan kesimpulan.
Hasil penelitian menunjukkan peran fasilitator sangat krusial dan memiliki pengaruh besar dalam mencapai tujuan pelaksanaan program Roots sebagai upaya pencegahan bullying di lingkungan sekolah. Beberapa peran fasilitator diantaranya sebagai narasumber, pelatih, mediator, dan penggerak. Transformasi peran fasilitator yang awalnya di terbatas pada tingkat Kabupaten/Kota menjadi fasilitator nasional membantu memperluas jangkauan sasaran program karena semakin bertambahnya sumber daya atau pelaksana yang telah diberi pelatihan terutama berfokus di sekolahnya masing-masing. Meski tugas utama fasilitator nasional adalah memberikan bimbingan teknis ke guru, hal ini juga tidak menutup kemungkinan bagi pihak sekolah untuk menjalin kerjasama dengan pihak LPA Klaten untuk memberikan pelatihan secara langsung kepada siswa. Fasilitator mendukung dengan pendekatan sistematis dan berkelanjutan, mulai dari pelatihan fasilitator, pelaksanaan kegiatan, dan evaluasi yang dilakukan untuk memastikan program berjalan secara adaptif terhadap dinamika di lapangan.

Bullying among school-aged children is a serious social issue, but knowledge on how to identify, prevent, and deal with it is still limited. Schools usually impose physical punishment, suspension, and corporal punishment to deter children, even though such punishment can affect the child's condition. This issue has gained global attention, including from UNICEF, which then developed a program to prevent bullying without punishment through the Roadmap of Outstanding Educators (Roots). This program was first piloted in Indonesia, one of which was in Klaten Regency. Therefore, LPA Klaten, in its vision and mission to protect children's rights from various forms of violence, supports the implementation of the program by empowering its members to participate in Roots facilitator training. The purpose of this study is to describe the role of LPA Klaten facilitators in implementing the Roots program as a means of preventing bullying in schools.
The data collection technique used in this study was qualitative research with a case study design. The subjects in this study were divided into two groups: the primary subjects, namely the national facilitators of Roots under the Klaten Child Protection Agency, who were selected using purposive sampling; and the secondary subjects, namely the Head of the Klaten Child Protection Agency. Data collection techniques included interviews, observation, and documentation. Data validity was ensured through source triangulation. Furthermore, the research data was analyzed through data collection, data reduction, data presentation, and conclusion drawing.
The results of the study show that the role of facilitators is crucial and has a major influence on achieving the objectives of the Roots program as an effort to prevent bullying in schools. Some of the roles of facilitators include being a resource person, trainer, mediator, and motivator. The transformation of the facilitator's role, which was initially limited to the district/city level, to a national facilitator has helped expand the program's target reach due to the increasing number of trained resources or implementers, especially those focused on their respective schools. Although the main task of national facilitators is to provide technical guidance to teachers, this does not preclude schools from collaborating with the Klaten LPA to provide direct training to students. Facilitators provide support through a systematic and sustainable approach, starting from facilitator training, implementation of activities, and evaluation to ensure that the program runs adaptively to the dynamics in the field.
